- Major Duties:
Serves as a Supervisory IT Cybersecurity Specialist (Cyber Defense Analyst - UAM Operations Chief) leading a staff of multi-disciplinary professionals comprising the Army User Activity Monitoring (UAM) Program. Responsible for supervising and managing the daily technical and administrative activities of Army UAM Program (AUAMP) personnel (Department of the Army (DA) civilians, military, and contractors) whose duties focus on identifying insider threats in support of the Army Counter-Insider Threat Program. Exercises full and concurrent authority with the UAM Chief in the planning, supervision, management, direction, and review of all policies, programs, and operations involving the AUAMP’s functions.
- Qualifications/ Specialized Experience:
Individuals must have IT-related experience demonstrating each of the four competencies listed below. Ï1)

Ï2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Ï3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Ï4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. One year of specialized experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: -Establishing new assessment criteria and mechanisms to identify, analyze, and mitigate emerging and/or evolving cyber defense vulnerabilities and/or threats; Supervising system/process modification to strengthen the program’s insider threat detection effectiveness and efficiency; Coordinating with enterprise-wide cyber defense and insider threat staffs to support analysis efforts and validate alerts; and Conducting research, analysis, and correlations across a wide variety of all source data sets (indications and warnings).
- Conditions of Employment:
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three-year trial/probationary period may be required.
Temporary duty travel may be required approximately 5% of the time.
Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600- 85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
Must possess or be able to obtain and maintain a current DoD 8140 Cyber Workforce Qualification Program (CWQP) proficiency level commensurate with the Cyber Defense Analyst (511) work role IAW DoD Manual (DoDM) 8140.03, 15 February 2023, “Cyberspace Workforce Qualification and Management Program” and any supplemental cyber workforce coding guidance. Qualification period begins the date started in the position (i.e., must be able to obtain the appropriate certification within six months of being assigned information assurance functions.)
Must undergo and successfully complete an initial and periodic counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
A one-year probationary period for assignment to a supervisory position may be required if not previously completed in the federal government.
