Major Duties

The incumbent of this position serves as the Command’s dedicated subject matter expert (SME) for application of DoD global force management (GFM) concepts, policies, and processes to the cyberspace operations program. The GFM process aligns force assignment, apportionment, and allocation methodologies in support of joint force availability requirements. The incumbent applies these policies and processes and provides GFM Implementation Guidance (GFMIG) to ensure allocation of cyberspace forces/capabilities necessary to execute the Commander United States Cyber Command (USCYBERCOM) mission and ensure timely identification, assignment, and alignment of forces against current and projected program requirements.

Qualifications/ Specialized Experience

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Skill in applying methods associated with military contingency and crisis action planning for cyberspace operations to operate network and information systems. Ability to work with SMEs and managers to define and validate projected force requirements to respond to rapidly changing cyberspace program objectives and priorities. Ability to document findings and communicate them in ways that convey essential insights (operational costs of inaction or inadequate resourcing) to leadership-level decision makers. Demonstrated ability to work collaboratively with technical and functional cyberspace SMEs to assess current and projected force requirements, and devise strategies and plans for effective use of available force assets. Ability to plan, manage, and coordinate fact-finding and analytical projects requiring collaboration with and the cooperation of various internal components and external Government, industry, and academic organizations. Skill in oral and written communications to communicate information clearly, concisely, and in appropriate formats. Ability to communicate complex programmatic and intelligence information, orally and in writing, to elicit understanding and support from professional peers and non-specialists. 

Conditions of Employment

  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.​
  • Incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning. ​
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.​
  • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and agree to submit to urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.​
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.​
  • TDY will be required up to 10% of the time. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.​
  • It is desired to have the incumbent of this position possess a Bachelor’s Degree in a pertinent field or have equivalent experience.​
