Major Duties

• Plan and direct European and African Theater of Operations network operations (NETCOPS), training, exercises, taskings, and Chemical, Biological, Radiological and Nuclear (CBRN) activities.
• Establish priorities, operational policies, and related procedures for the acquisition/use of Army and Joint information technology and infrastructure capabilities.
• Document and lead the execution plan of European and African Theater of Operations Army (and DoD interoperability) networks and systems, facilitates information technology services.
• Exercise reviewing level supervision and control over military personnel, civilian staff and contractors which consists of technical and other professionals. 
• Review actions initiated by branch chiefs, approve selections for nonsupervisory positions, assure equity in performance standards and rating techniques, deal with unresolved grievances.
• Represent the 2d Signal Brigade in meetings and conferences to provide scheduling, coordination, and technical guidance to internal and external functional groups.
• Develop and present briefings and recommendations to high-level departmental officials concerning the long-range future of automation technology.
• Maintain continuing awareness of developmental and stat-of-the-art advances in information systems technology, especially in the areas of networking, operating systems, and application software.

 

Qualifications/ Specialized Experience

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.   

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by mastery of information management policies and concepts to provide authoritative advice on implementation requirements as they relate to system Life Cycle Management (e.g., engineering, development of software, military construction, site preparation, logistics support, standardized hardware to reduce costs and simplify maintenance, and capabilities of hardware and software to meet changing requirements); strong oral and written communication skills to present findings and recommendations to all levels; ability to justify and defend decisions and recommendations, and to represent the command at briefings, meetings, or other required functions; Mastery in Military Decision Making Process (MDMP) with advance skill in development of military orders and annexes. 

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: 

1. Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); delivers clear and persuasive oral presentations; attentively listens, interprets nonverbal signals, and responds aptly.
4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

 

Conditions of Employment

• Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain a Top-Secret Security Clearance.  Critical Sensitive.
• Privileged access to a Department of Defense system, regardless of job series or occupational specialty, to obtain a commercial certification credential that has been accredited by the American National Standards Institute (ANSI).
• The approved base line certification for this task requirement is IAM Level I certification of DoDD 8571.01, and the incumbent must achieve IAM Level I certification within six months or less of entrance on duty.
• This position is eligible for certification IAW DoD 8570-01-M
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
• The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
• This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station 20% of time.  Government regulations will be followed for all official travel.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFE Part 2634, Subpart I USOGE, 6/08).
• Incumbent is subject to a supervisory probationary period if not previously completed.
• Must be able to obtain and maintain a valid U.S. Passport.
• This position has been designated as "Mission Essential".
• In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
• You may be expected to travel for this position up to 20% of the time.
