Major Duties

Serves as the Chief Senior Strategic Public Affairs Officer (PAO) for a United States Army Cyber Command (ARCYBER) directorate, responsible for developing and executing ARCYBER communication plans with special emphasis on providing guidance in, and exercising responsibility for public affairs policy, crisis communication, mass communication management and professional development and operational security as it relates to public releases of information. Responsible for planning, organizing and controlling all public affairs activities and programs for the directorate, including command and public information activities, external stakeholder engagement, community relations, and news media relations to promote a shared understanding of the mission, programs, and activities of the directorate.

Qualifications/ Specialized Experience

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by directing strategic communication programs to support all of ARCYBER mission, projects, programs, and strategies; responding to media queries, to include issues of a sensitive nature or which may be subject to misunderstanding if not properly explained, or which may draw adverse public attention for the command; managing the technical soundness of work, including the authority to define work quality standards and to prepare and issue internal instructions and procedures for work accomplishment to ensure it is following army guidelines, regulations, and policies; designing methods and processes to ensure senior leaders maintain currency with CYBER COMMAND, ARCYBER, Army, and DoD themes and messages.

Conditions of Employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three-year trial/probationary period may be required.
• One-year supervisory probationary period may be required.
• The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a
counterintelligence scope polygraph exam.
• This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition
and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4)
of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter
3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019
(Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
• Must be able to obtain an maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. (Military
External Affairs Division (MEAD) Security In-Processing (SIP) process.
• May be required to travel to Army CONUS and OCONUS locations, other Army departments and corporate institutions in the
performance of these duties 25%.
• The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings,
weekends, and/or holidays, and may be required to work overtime.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
• Performs periodic, weekly 24-hour alert duty as the public affairs on-call representative to answer news media and other
inquiries after duty hours
• In the event of an approved media embed request, may be the ARCYBER Public Affairs point of contact for news media
representatives in a forward operating location.
