Major Duties

Serves as a Branch Chief for the Commander’s Strategic Initiatives Group (CSIG), Strategic Engagements & Initiatives Division. The incumbent’s primary responsibility is to support the planning and implementation of strategic communications and engagement program for the Army Cyber Command (ARCYBER) Commanding General’s (CG) and other executive level leader initiatives that further the commander’s mission, vision, strategy, and goals. The Strategic Engagements Division Chief is the primary advisor to the command’s senior leadership and staff regarding strategic communications and engagements working to disseminate key information and activities across ARCYBER’s area of responsibility (AOR). The incumbent will also facilitate coordination of communication and engagement efforts that enhance the command’s mission, vision, and future direction. Leads the command’s strategic communications program with responsibility for the planning, designing, and executing of plans, campaigns, and products to augment current and future in-residence and outreach activities and information dissemination. Develops strategic communication policies based on the priorities of the Director and recommendations of the command’s senior leaders.

Qualifications/ Specialized Experience

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by creating long range policy and plans to meet communication, engagement, mission and strategic needs for Senior Leadership, employees and commands; Evaluate the effectiveness of programs by utilizing current reports and data to convey information to Senior Leaders; Determine which information may be released to the public while still respecting security policies, ensuring that the correct audiences receive it; Oversee employees and contractors as their supervisor to ensure that work production requirements are met.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three-year trial/probationary period may be required.
Subject to one-year supervisory probationary period unless one has previously been completed.
Completion of mandatory supervisory training or refresher training is required.
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. (Military External Affairs Division (MEAD) Security In-Processing (SIP) process.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
Temporary Duty (TDY) travel may be required up to 25% of the time.
