Major Duties
- The position serves as a full Deputy Director for one of five Regional Cyber Centers (RCC) throughout the global enterprise.
- The supervisor provides strategic direction, provides operational context, and mission imperatives in terms of scope of work assigned, general objectives and goals to be achieved.
- Makes decisions on work problems presented by subordinate leaders and collaborates with supervisors of other organizations to negotiate and determine work-related changes affecting those organizations.
- Exercises surveillance over team programs to ensure adequate and timely accomplishment of current and future objectives, adherence to policies, compatibility with short and long-range plans,and required staff actions.
- Reviews procedures, methods, and techniques for performance of work.
- Furnishes guidance on unusual and controversial issues and performs final technical reviews when appropriate.
- Determines training needs, establishes formal training plans in conjunction with agency training coordinator and civilian personnel specialists.
- Changes team structure and individual assignments to achieve new goals, meet mission needs,or accomplish long range objectives.
- Provides expert technical advisory service in the operation and management of the organization. Develops policy and procedures for accomplishment of short and long-range goals and objectives.
- Analyzes network configurations and enterprise service delivery to determine optimum efficiency and cost effectiveness of ARCYBER and NETCOM managed networks.
- Serves as the primary interface with customer organizations for coordinating and resolving issues related to service quality, reliability, technical requirements, applications, timelines, and critical operational issues.

Specialized experience would be demonstrated by providing expert technical direction and assistance, developing procedures, standards, and plans to ensure Army end-user and organizational information system requirements are satisfied; providing expert technical advisory service in the operation and management of the organization; developing policy and procedures for accomplishment of short and long-range goals and objectives; analyzing network configurations and enterprise service delivery to determine optimum efficiency and cost effectiveness of managed networks; and serving as the primary interface with customer organizations for coordinating and resolving issues related to service quality, reliability, technical requirements, applications, timelines, and critical operational issues. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
