Major Duties

Serves as the Information Technology Specialist specializing in information security and systems administration for the enterprise level Endpoint Security Solution (ESS) firewalls and intrusion detection systems (IDS) used to provide extensive network security. Assist users in solving networking problems associated with access through the installation security architecture. Develops and maintains audit trails to establish network processing trends using the various devices within the installation network security design. Provides network operation, administration and management of a variety of systems and infrastructure equipment in support of the Installation Campus Area Network (ICAN).

Specialized experience would be demonstrated by Knowledge of current automated information systems security developments as they relate to hardware, systems software, telecommunications, Internet protocols, and systems design and development techniques to provide advice and guidance on issues such as alternative security packages, their acquisition, and use (i.e. CSfC, VDI). Knowledge of DOD and agency policies, procedures, regulations, directives and requirements related to information security. This knowledge is used to assist in development of guidance and procedures for the installation, to identify vulnerabilities, and to assess potential security violations or problems through analysis of audit trails and log data files. Basic knowledge of the operating characteristics of the activity’s computer equipment and support system software involving information technology security to participate in evaluating applications and test programs.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Conditions of Employment

  • Position is designated Special-Sensitive requiring the incumbent be able to obtain and maintain a TOP SECRET security clearance based on a Special Background Investigation (SBI) and be eligible for access to Sensitive Compartmented Information (SCI). If a TOP SECRET clearance is required, employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.

  • Drug Testing: Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program must sign DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter. This position is subject to random drug testing IAW AR 600-85.

  • This position requires the employee to obtain and maintain all applicable Information Assurance (IA) certifications (Baseline and Computing Environment) as well as the required CE training within 6 months of hire IAW DoD Directive 8140.01, dated 11 August 2015.

  • This position has been designated mission essential, requiring the employee to remain on duty or make every effort to report to duty during mission critical periods determined by management.

  • Incumbent may be issued and held accountable for one or more of the following; cellular phone, technical equipment, and/or government travel card to conduct official business.

  • This position may require the incumbent to occasionally travel up to 25% of time away from normal duty station.

  • The incumbent may be required to work overtime, other than normal duty hours, which may include evenings, weekends, holidays and call-back, and emergency shift work.

  • May be required to work shift work if the organization moves to a 24/7 operation.

  • May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.

  • Driver’s license is required to operate a motor vehicle to travel to supported facilities or regionally support sites.

  • Nondisclosure Agreement: This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).
