Major Duties
- Performs as a Branch Chief overseeing, directing, and coordinating the efforts of team members providing specific technical and implementation guidance, leadership, and technical expertise to Information Technology Specialists engaged in planning, programming, budgeting, implementation, and operation and maintenance of major Army and DoD enterprise cyber capabilities and programs.
- Assigned as a Technical Monitor on several contracts supporting organizational mission requirements.
- Coordinates the work of teams to ensure that day-to-day, week-to-week and long-term goals and objectives are met.
- Collaborates across all levels of the Command on the incorporation of cyber doctrine, guidance, policy, directives, and plans.
- Formulates plans, policies, procedures, and technical and programmatic guidance and documentation necessary for implementation of the cyber capabilities operated and managed within the Army's portion of the Global Information Grid or Land Warrior Network (LWN).
- Represents Command on a variety of boards, panels, and advisory groups concerning IT solutions of specific programs.
Qualifications/ Specialized Experience
For all Information Technology positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Specialized experience is defined as experience with three (3) or more of the following:
1. State-of-Industry IT knowledge to drive and inform organizational IT strategy.
2. Providing technical advice and guidance to senior management officials for the design of IT systems as well as experience with the planning, programming, budget, and execution of resources in support of the IT strategy.
3. Leading large teams through multiple subordinate managers to accomplish time-sensitive and critical goals regarding technical problems on information technology systems.
4. Conducting meetings and briefings with key leaders and stakeholders both within and external to the organization regarding IT policies and procedures governing the planning and delivery of information technology services.
Conditions of Employment
1. Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
2. This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
3. Temporary Duty (TDY) travel may be required up to 25% of the time.
4. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
5. In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
6. This position is designated mission essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
7. Must be able to obtain and maintain the proper and current Information Assurance certification to perform Information Assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program and Army Best Business Practice 05-PR-M-0002, Information Assurance (IA) Training and Certification. This position is classified as an IAM Level I position.
8. Incumbent must maintain access to all required networks.
9. Subject to a supervisory probationary period unless one has previously been completed.
10. Completion of mandatory supervisory training or refresher training is required.

THIS IS A SOLICITATION FOR A NON-COMPETITIVE TEMPORARY PROMOTION NTE 120 DAYS FOR THE POSITION OF SUPERVISORY IT SPECIALIST (PLCY/PLN), GG-2210-14, NETCOM HQ G-3, FT. HUACHUCA, AZ. THE TEMPROARY PROMOTION CANNOT BE MADE PERMANENT WITHOUT FURTHER COMPETITION AND CANNOT BE EXTENDED BEYOND 120 DAYS.
