Major Duties

  • Serve as Chief, Civilian Human Resource/S1for 78th Signal Battalion supporting strategic communications for the Japan Area of Responsibility with management and supervisory responsibilities of the overall Human Resources operations.
  • Direct a multi-disciplined and multi-cultural staff consisting of Department of the Army Civilians (DAC), Military and Japanese Master Labor Contractors (MLC).
  • Supervise the preparation and processing of awards, leaves, personnel actions, promotions, and financial related documents. Responsible for the oversight and management of Personnel activities.
  • Responsible for the oversight and management of Personnel activities. Participates in the development, execution, evaluation, and oversight of the military and civilian human resources program.
  • Responsible for a wide variety of assignments concerned with the effectiveness and efficiency of military and civilian Human Resource (HR) programs and operations within the Battalion.
  • Review civilian and military personnel management functions for accuracy and completeness.
  • Perform and execute civilian personnel management functions in such areas as recruitment, classification, performance management, awards program, time keeping (ATAAPS) management, and Army Records Information Management System (ARIMS).
  • Analyze and coordinate personnel requirements with management officials for actions crossing all levels.
  • Consolidate data and prepares various analysis and required reports.
  • Attend meetings, conferences, and training sessions with management, operating to disseminate planning guidance, coordinate various personnel program activities, and discuss and advise on HR issues.
  • Provide technical guidance on various personnel services and processes to management.
  • Make recommendations to management on sensitive personnel actions/issues that may adversely affect personnel.
  • Interpret regulations, directives, and policies and advises, assists, and instructs staff.

Specialized experience would be demonstrated by providing supervision, management, coordination and direction of the overall Human Resources operations to ensure accomplishment of the mission/organizational goals; communicating statuses to management, development, execution, evaluation, and oversight of the military and civilian human resources program; a wide variety of assignments concerned with the effectiveness and efficiency of military and civilian Human Resource (HR) programs and operations.
