Major Duties

Serves as one of two Communications Security custodian(s) for the Regional Network Enterprise Center-National Capital Region (RNEC-NCR), providing COMSEC support to Fort Belvoir and the region. Manages and administers the accounting, maintenance, handling, storage, transfer, receipt, and destruction of Communication Security (COMSEC) equipment and material in accordance with appropriate regulations and guidelines. Performs Controlling Authority management, prepares messages concerning Key Material (KEYMAT) call-outs, authorizing destruction, implementation dates/times and ordering/canceling KEYMAT in support of planned, active contingency plans. Provides guidance and advice for COMSEC integration and configuration management supporting requirements, programs, and projects. Serves as the system administrator (SA) for the Electronic Key Management System (EKMS) and Common User Application Software/Data Management Device

System (CUAS/DMD).

Specialized experience would be demonstrated by a comprehensive knowledge of the technical application of the secure and classified procedures as related by the National Security Agency technical procedures for managing, safeguarding, accounting, and control of COMSEC equipment and material. Significant expertise and in-depth knowledge of principles, concepts, and methodology relating to the receipt, inventory, transfer, accounting, destruction, preparation of documentation, and the safeguarding and security of COMSEC equipment and material.

 

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Conditions of Employment

This position is designated Special Sensitive -- in order to perform the duties of this position, the incumbent must be eligible for, receive, and retain a Top Secret Compartmented (SCI) clearance based on a Tier 5 (T5) Investigation.
This position requires the employee to occasionally travel away from the normal duty station 20%of the time.
This position requires irregular hours on rotating shifts. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements
This position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions
This position has been designated mission-critical. The incumbent will be required to report for and/or remain at work in dismissal or closure situations (e.g., adverse weather conditions, emergency situations, disruption of power and/or water, or interruption of public transportation or closing of major transportation routes).
Incumbent must be able to obtain and maintain a government vehicle operator permit and may
also be required to travel to various remote locations. The distances will vary depending upon requirements but can involve up to 40 miles for a round trip.
Employee is required to maintain a working telephone and/or cellular telephone (governmentissued) at all times.
The incumbent is required to satisfactorily complete the appropriate training and obtain IAM Level
I certification/recertification for this position as outlined in DOD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating all changes) and AR 380-40, Safeguarding and Controlling Communications Security Material, dated 9 July 2012 within 6 months of entrance into this position. The incumbent is required to satisfactorily complete the appropriate training and obtain the required certification as a Communications Security (COMSEC) Account Manager (CAM) within 6 months of entrance into this position. This training includes the COMSEC Account Managers Course (CAMC) and the Local COMSEC Management Software Course (LCMS). In accordance with DoDI 5205.08, the incumbent must enroll in the
Department of Army Cryptographic Access Program (DACAP) and will be subject to a counterintelligence scope polygraph examination
This position requires compliance with Drug Abuse Testing Program requirements – preemployment and random drug testing.
