GG 11Major Duties
- Analyzes subordinate organizations requests for personnel adjustments for compliance to command priorities and budgeting controls.
- Reviews, verifies, and submits all Requests for Personnel Actions (RPAs) initiated within the organization.
- Prepares, validates, and submits to higher HQ memorandums and justification requests for establishment of new positions and hiring.
- Reviews manpower documentation changes and civilian personnel request prior to recommending approval to ensure requirements recommended are consistent with doctrinal guidance.
- Applies knowledge of plans, policies, regulations, and procedures governing Signal organizations and their personnel actions in compliance with established force structure.
- Applies organizational personnel structure concepts, staffing criteria and analytical judgments to ensure organizational readiness consistent with the unit's missions and functions.
- Processes requests from subordinate units to proposed administrative personnel changes and requests for exception to organizational doctrine.
- Provides technical advice and guidance to unit commanders and directorate staff to assist them in completing the appropriate documentation to justify requested changes.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. 1) Developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs. 2) Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. 3) Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. 4) Identifying data required for use in the management and direction of programs. Identifying resources (staff, funding, equipment, of facilities) required to support varied levels of program operations. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M [remove LL.M., if unrelated]in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total of completed hours or graduated semester hours ( or equivalent) beyond the second year ( total graduate semester hours minus 36) by 18. Add the two percentages.
