Major Duties

Serves as Supervisory Budget Analyst in the S8, Resource Management Division, 93d Signal Brigade, with responsibility to perform various Planning, Programming, Budgeting, and Execution System (PPBES) functions involving the formulation, justification, and execution of budgets for assigned activities, programs, or projects. Manages and supervises a variety of budgetary programs in support of the population at geographically dispersed areas of responsibility (AOR) throughout CONUS. Responds to difficult issues involving complex projects/problems that require expert advice and/or authoritative policy interpretation or formal study. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting and budget execution.

Qualifications/ Specialized Experience

To qualify based on your experience, your resume must clearly describe the following quality experience:
applying accounting theories, practices, methods, techniques and procedures; analyzing financial data and preparing financial reports; resolving discrepancies in financial data and supporting the financial statement audit; developing recommendations for improvements to accounting procedures to prevent waste, fraud, abuse and irregularities; and examining assigned accounts and preparing reconciliations, adjustments and/or analysis of the accounts

The specialized experience must include, or be supplemented by, financial related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions of Employment

Must be able to obtain and maintain a SECRET clearance.

Position requires up to 25% TDY.

Overtime may be required during unique situations and or during year end budget closeout.

Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
