Major Duties

  • Serves as Chief, Technical Control Facility (TCF) assigned to United States Army Network Enterprise Center Okinawa (USANEC-O) Facility Control Office Chief with management and supervisory responsibilities of the overall TCF operation and resources.
  • Directs troubleshooting, maintenance and monitoring of designated Defense Information Systems Network (DISN) and Department of Defense information Networks (DODIN) assets.
  • Provides operational guidance to pertaining to expectations and training supporting the TCF Mission.
  • Develops a comprehensive site certification program to ensure personnel are fully certified to perform mission tasks emphasizing continuous training and proficiency.
  • Ensures a Document Library of all DISA specific publications such as Technical Manuals, circulars, Standing Operating Procedures (SOPs) and other applicable references are on-hand and reviewed semi-annually at a minimum.
  • Inspects the quality of work performed by subordinates related to circuit activations, preventative maintenance, training, and records management.
  • Perform quality control tests and measurements as required on all applicable services, trunks, channels, circuits, and equipment for which the TCF is responsible.
  • Responsible for reporting mission, equipment, personnel and various status’ during typhoon or contingency operations to the FCO Chief and USANEC-O Commander.
  • Performs annual reviews, prior to the new fiscal year, of the training topics and material to ensure relevance to the current and future mission tasks.
  • Provides training to civilians and soldiers related to site certification related tasks. Evaluates the proficiency of each individual assigned to the TCF. Reports training status to the company commander and designated Senior NCO on a monthly basis.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Performing quality control tests and measurements on all applicable services, trunks, channels, circuits, and equipment; developing a comprehensive site certification program to ensure personnel are fully certified to perform mission tasks emphasizing continuous training and proficiency; assisting with the development and management of an On-the-Job Training (OJT) Program; utilizing performance and evaluation measures annually to develop relevant training topics and materials for future mission tasks; and managing, directing, troubleshooting, maintaining and monitoring the operation and maintenance of designated Defense Information Systems Network(DISN) and Department of Defense Information Networks (DODIN) assets. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230. Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
