Major Duties

Serves as the Commander, Army Cyber Command (ARCYBER), Liaison Officer (LNO) to the PENTAGON. The incumbent is the technical authority and is delegated complete responsibility to advise PENTAGON key leaders as well as ARCYBER staff on all matters related to cyber planning, operations, and capabilities in support of the PENTAGON. Interacts and synchronizes efforts between the Current Operations, Future Operations, and Intelligence Staff elements to resolve critical problems related to cyber capabilities. Attends all cyber battle rhythm events of PENTAGON and is the ARCYBER representative to the PENTAGON Cyber Council meetings and the PENTAGON Operational Working Group. Coordinates with the Special Operations Community on ARCYBER operations, capabilities, and support.

Qualifications/ Specialized Experience

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting with planning, integrating and executing complex projects and studies involving Cyber tactics, techniques, and procedures in Cyber Defense, Offensive Cyber Operations, and Intelligence Operations/Intelligence Support to cyber operations; Communicating effectively, both orally and in writing, about both cyber technical and non-technical matters; Analyzing, researching, and formulating official responses to written and telephonic requests.  Acting as a point of contact between senior military officers and high-level civilians for cyber-related operational planning.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three-year trial/probationary period may be required.
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
Temporary Duty (TDY) business travel will be required approximately 10% of the time.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7- R, Joint Ethics Regulation, dated 17 November 2011.
Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Incumbent may be required to temporarily work extended and irregular tours of duty to include days, nights, shifts and weekends.
This position is mission essential and the incumbent is required to report for duty, as necessary, in an emergency (regardless of holidays, weekends, nights, furloughs) or conditions such as weather in which non-essential personnel are not expected to report.
May be subject to extended TDY or Worldwide Deployments during crisis situations to perform mission essential functions as determined by management.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
