Major Duties
- Plan, develop, integrate, execute, and evaluate the effectiveness of operational elements of all Special Access Program (SAP) at U.S Army Cyber Command (ARCYBER).
- Serve as a Government SAP Security Officer (GSSO) as an authority for security and expert on all matters involving STO, SAP, and other classified program issues for ARCYBER.
- Represent ARCYBER and participate at key exercise development meetings and planning conferences to assist in the design and coordination of the exercise to ensure STO objectives of the training audience are met.
- Assist with developing project milestones, coordinating STO requirements with agencies and organizations involved, execute operations, and evaluate components of STO interaction and replication in assigned exercises through the exercise life cycle.
- Serve as command advisor and expert on program matters, at the STO, SAP, and other classified program levels.
- Develop procedures to deal with unique and one-of-a-kind STO, SAP, and other classified program issues and is effective in eliciting cooperation from representatives of various DoD elements participating in ARCYBER exercises and training.
- Participate in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
- Assist in integrating STO, and SAP capabilities with activities in the Special Compartmented Information Facility for the successful execution of exercises, experiments, and testing for producing fully trained services personnel.
- Prepare and deliver oral presentations such as pre/post exercise briefings, training sessions, consultations, and strategy sessions with other staff functions and activities.
- Coordinate with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in mission tasking.

Specialized experience would be demonstrated by: Providing Special Technical Operations (STO)/Special Access Program (SAP) management and oversight of government and government contract activities to ensure new, emerging and/or highly sensitive equipment/methodologies are protected; Advising senior staff/leadership on SAP, STO, and compartmented activities to ensure security and compliance with Department of Defense and national agency policies, directives, and regulatory requirements; Participating in the deliberate and crisis action planning process to ensure SAP and STO capabilities are integrated into plans and operations.
