Major Duties
• Serves as a budget analyst in the Network Enterprise Technology Command (NETCOM) G8, a Major Subordinate Command (MSC) of Army Cyber Command (ARCYBER).
• Performs a wide range of duties relating to budget analysis, formulation, presentation, justification, and execution.
• Responsible for a subset of NETCOM’s $1.5 billion dollar budget, distributed across 6 subordinate units located at various geographic locations worldwide.
• Works in a team environment serving as a liaison with a widely dispersed customer base including NETCOM directorates, NETCOM subordinate commands, Headquarters Department of Army (HQDA) elements, Defense Finance & Accounting Service (DFAS), ARCYBER, and other defense agencies.
• Applies knowledge of accounting, budgeting, and financial management practices, methods and procedures in the examination and analysis of regulations, laws, directives, ledgers, journals, and accounts.
Qualifications/ Specialized Experience
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.
Specialized Experience: Using financial management hardware and software applications such as General Fund Enterprise Business System (GFEBS), Standard Army Financial System (STANFINS), Joint Reconciliation Program (JRP), Defense Travel System (DTS), or Excel. Analyzing financial reports, identifying issues, and providing recommended solutions. Assisting in managing a budget by generating and/or reviewing spend plans and auditing transactions for accuracy.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
Conditions of Employment
• Must be able to obtain and maintain a SECRET security clearance.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position may require temporary duty (TDY) business travel up to 25% of the time.
• Required to meet the financial requirement of the DoD Financial Management (FM) Certification Program. The DoD FM Certification Program is defined in the National Defense.
• Authorization Action (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. The FM Certification Program is a course and experience-based program consisting of three certification levels. Level 1 certification is required at the GS-07 level and Level 2 certification is required at the GS-09 and GS-13 level. Level 3 is required at the GS-14 and above. Certification must be completed within two years of the selectee's employment start date. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
• This position requires you to submit a Confidential Financial Disclosure Report, OGE-450, 5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
