Telecommunications Specialist (Node Site Coordinator)

Major Duties
- Serve as Telecommunication Systems and Information Technology Specialist, Circuit Actions Technician for the Buckner Technical Control Facility and Joint Warfighter Inter-Base Transport Network (JWITN).
- Serve as the primary focal point for all matters relative to activation and deactivation of circuits/trunks/links.
- Prepare routine and special reports and performs system analysis of operational situations.
- Conduct operational briefings for the commander, the Transport Branch Chief, and DISA managers.
- Support Defense Information System Agency (DISA) Performance Evaluations for 15 sites on Okinawa.
- Serve as the Primary Node Site Coordinator (NSC) for the Internet Protocol Transport – Provider Edge (IPT-PE) nodes, the optical transport network (OTN) nodes, and Defense Information System Network (DISN) Internet protocol (IP) router nodes.
- Experience with circuit actions, status reporting and problem solving; troubleshooting to include fault isolation, testing and correcting equipment/systems malfunction or failure.

Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by implementing telecommunications and information technology requirements for circuit actions, status reporting, and problem solving; assisting with troubleshooting for fault isolation, testing, and correcting equipment/systems malfunction or failure; providing technical advice and guidance to technical control personnel, management, and other specialists; and supporting performance evaluations in accordance with directives, established regulations, and procedures. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Telecommunications. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230. Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
