Major Duties

Serves as the Cyber Operations Branch Chief in the Cyber Security Division and as a Senior Information Assurance specialist in the Army Information Assurance Program for all Information Technology (IT) assets under the in accordance with Army regulations. The scope includes all Stand-Alone Network Enterprise Center (SANEC), Gillem Enclave and the Tenant Organizations in the area of responsibility (AOR). Provides advice and guidance concerning Information Assurance (IA)/Cyber Security matters to the Cyber Security Division Chief, SANEC and the serviced Gillem Enclave and outlying Tenants. Serves as an alternate Installation Information System Security Manager (IISSM) and IA Program enforcer on all aspects of the Army IA Programs, such as Secure and Non-secure Internet Protocol Router Networks (SIPRNET and NIPRNET) to include PEO/ACOM new equipment fielding, unique local requirements, beta tests, application and system development, network access, IT acquisition, connectivity, IA tools, authorized software, system access and management controls. Manages Certification and Accreditation (C&A) processes under both DoDI 8500.01 (Cybersecurity) and DoDI 8510.01 (Risk Management Framework for DoD Information Technology), as well as the legacy C&A guidance procedures under DoDI 8510.01 (DoD IT Defense Information Assurance Certification and Accreditation Process (DIACAP)) and DoDI 8500.2 Information Assurance (IA) Implementation. Manages installation Information Assurance/Cyber Security workforce certification management, in accordance with DoDD 8140 and DoDD 8570.01, utilizing Army Training and Certification Tracking System (ATCTS) certifications. Recommends, develops, evaluates effectiveness of, and disseminates policy and guidance on, IA/Cyber Security program requirements.

Qualifications/ Specialized Experience

To qualify based on your experience, your resume must clearly describe the following quality experience:
overseeing civilian and contractor staff; implementing Risk Management Framework (RMF); managing the implementation of information systems security technology and procedures, to include Public Key Infrastructure (PKI) and tokens, and other technology goals that support the Defense-In-Depth principles; and reviewing and evaluating the impact of new system changes in comparison to proposed interfaces of cybersecurity


The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Internal SANEC contacts are with key SANEC management and employees. Installation contacts are key management officials of the supported operational activities/commands. Contacts external to the installation include those at LNECs supported, 93D Signal, 7th Signal, Network Enterprise Technology Command (NETCOM) and professional organizations. Contacts are also with contractor representatives providing or desiring to provide cyber security/communications security services, products and/or equipment and systems. Such contacts also include those in both the formal (planned, structured meetings, briefings, and presentations) and informal (individual planned and impromptu face-to-face meetings, contacts through correspondence and electronic mail, and contacts over the telephone) settings, requiring considerable preparation on the part of the incumbent.

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Conditions of Employment

This is a Special Sensitive position under the provision of DOD Directive 5200.2R and AR 380-67. The incumbent is required to obtain and maintain a TOP SECRET clearance with Sensitive Compartmented Information (SCI) access.

Applicants selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program must sign DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter. This position is subject to random drug testing in accordance with AR 600-85.

The employee may be required to work overtime, on-call, holidays, or weekends based on mission needs.

This position requires business travel of up to 10% to rotate through supported facilities or travel to Stand-Alone supported sites.

Driver’s license is required to operate a motor vehicle to travel to supported facilities or Stand-Alone supported sites.

This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the certification/recertification for this position.

May be required to work shift work if the organization moves to 24 – 7 operations.

Subject to completion of a supervisory probation period unless previously completed.

Nondisclosure Agreement: This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).

This position is designated as an adverse weather position. The incumbent may be required to remain on duty or report for duty during severe weather or other installation closings.
